Professor Rowena Maguire, Director, QUT Centre for Justice was invited to speak on a panel moderated by the UN Office for Disaster Reduction Chief, Asia Pacific, Marco Toscano-Rivalta discussing “Strengthening the Legal Foundations of Disaster Risk Reduction”. This panel formed part of the Asia-Pacific Ministerial Conference on Disaster Risk Reduction (APMCDRR) held in the Philippines last week.
Rowena spoke about shared responsibility and “The Sendai Framework’s guiding principle on shared responsibility across all stakeholders: the meaning and implications of shared responsibility for inclusive disaster risk reduction that leaves no one behind.” The Sendai Framework for Disaster Risk Reduction 2015-2030 was the first major agreement of the post-2015 development agenda and provides Member States with concrete actions to protect development gains from the risk of disaster.
Rowena has previously written for The Conversation on the topic of Shared Responsibility in a piece titled, “Governments love to talk about ‘shared responsibility’ in a disaster – but does anyone know what it means?”
