It is well known that fraud, particularly online fraud, has a very <a href=\"http:\/\/www.accc.gov.au\/system\/files\/Targeting%20Scams%202013.pdf\">low reporting rate<\/a>. This also doesn\u2019t even begin to encompass <a href=\"http:\/\/www.palgrave-journals.com\/sj\/journal\/v27\/n1\/full\/sj201211a.html\">non-financial costs to victims<\/a>.
